This page presents publications from the Coalition of Finance Ministers for Climate Action’s Helsinki Principle 4 initiative ‘Economic Analysis for Green and Resilient Transitions’ across the Core and Thematic Series, launching with four reports, with more to come later in 2025. The Core Series are flagship reports, showcasing the state of practice of economic analysis of climate-related policy questions. These reports serve as primary sources for understanding the experiences, challenges, and strategies of Ministries of Finance and the broader Community of Practice. The Thematic Series builds on the Core Series, particularly drawing from the Compendium of Practice, exploring topics in greater depth, assessing the availability and effectiveness of relevant analytical tools, highlight existing gaps, and presenting relevant case studies.

This report analyzes a survey of 59 Ministries of Finance carried out under the Helsinki Principle 4 initiative ‘Economic Analysis for Green and Resilient Transitions’. The survey represents the first systematic attempt to explore how Ministries of Finance around the world are approaching the transition to a low-carbon and climate-resilient economy.

Available analytical tools and emerging good practice
Feedback from Ministries of Finance around the world points to the requirement to estimate the fiscal implications of climate change, climate mitigation, and adaptation measures as a core concern. This report focuses on how each climate-related issue can affect public finances, how those effects can be estimated using existing data, tools, and approaches, and where gaps remain.
