This page presents publications from the Coalition of Finance Ministers for Climate Action’s Helsinki Principle 4 initiative ‘Economic Analysis for Green and Resilient Transitions’ across the Core and Thematic Series, launching with four reports, with more to come later in 2025. The Core Series are flagship reports, showcasing the state of practice of economic analysis of climate-related policy questions. These reports serve as primary sources for understanding the experiences, challenges, and strategies of Ministries of Finance and the broader Community of Practice. The Thematic Series builds on the Core Series, particularly drawing from the Compendium of Practice, exploring topics in greater depth, assessing the availability and effectiveness of relevant analytical tools, highlight existing gaps, and presenting relevant case studies.

Economic Analysis for Green and Resilient Transitions: Initiative overview

This report provides a one-stop overview of the ‘Economic Analysis for Green and Resilient Transitions’ initiative of the Coalition of Finance Ministers for Climate Action. Introduced by the Danish Minister for Finance, the report presents: the rationale for this crucial initiative; work highlights and successes to date—including findings from a first-of-a-kind survey of Ministries of Finance, and case study insights from the initiative’s ambitious Compendium of Practice; recommendations for plugging key gaps in Ministries’ access to tools and their capabilities for mainstreaming climate action; and a look-ahead to the initiative’s work in 2026.

This report analyzes a survey of 59 Ministries of Finance carried out under the Helsinki Principle 4 initiative ‘Economic Analysis for Green and Resilient Transitions’. The survey represents the first systematic attempt to explore how Ministries of Finance around the world are approaching the transition to a low-carbon and climate-resilient economy.

The HP4 Policy Packages report provides Ministries of Finance with insights to support the design and implementation of policy packages for climate action that combine a set of fiscal and regulatory instruments. The report examines the gradual shift from stand-alone carbon pricing to multifaceted policy instruments and discusses the various climate policies that Ministries of Finance can deploy in coordination with line ministries to achieve progress on decarbonization. It also outlines a structured approach to defining, assessing, implementing, and evaluating policy packages that combine multiple instruments.
