The pressing policy questions Ministries of Finance face in driving green and resilient transitions and their use of analytical tools to address them

This report analyzes the results of a survey of 59 Ministries of Finance carried out under the Helsinki Principle 4 initiative ‘Economic Analysis for Green and Resilient Transitions’. The survey represents the first systematic attempt to explore how Ministries of Finance around the world are approaching the transition to a low-carbon and climate-resilient economy. Survey responses were received between May and October 2024, and complemented by interviews carried out between March and July 2024.

The purpose of this exercise was to shed light on the steps Ministries of Finance are taking to integrate climate-related considerations into their economic analysis and modeling approaches, along with the efforts they are making to answer their most pressing climate policy questions and the challenges they experience.

There were two main objectives:
1. To gain a deeper understanding of how Ministries of Finance are currently thinking about climate-related risks and opportunities, and how these are being integrated into their analytical and decision-making frameworks
2. To identify potential technical gaps and implementation challenges, and highlight areas that would most benefit from greater support.

Report structure

  • Part 1 provides a comprehensive overview of the survey findings, complete with graphs and figures, divided up five themes and complemented by insights from the interviews where relevant.
  • Parts 2 and 3 present the full results from the survey and findings from the interviews, respectively, with analysis in greater depth, and further details on their methodologies.
  • The Appendix contains the full survey methodology and additional qualitative results.
